wgrib2 v3.1.2 with AEC library

  ECMWF is distributing files requiring the AEC library.

  This the the stock wgrib2 v3.1.2 including the AEC library.

To build from scratch
  starting from a cygwin installation,
  you need gcc, gfortran, make and cmake installed
     cmake is needed for the AEC library
  change grib2/makefile: USE_AEC=0  to USE_AEC=1

For the extras not included here, see the v3.1.2 directory

Notes: compiling on my faithful N3040 laptop is not quick, even 
with nvme. The next build will be on a zen-3 laptop.  

Don't forget to read the Installation instructions in the .. directory.
