wgrib with DWD tables 201, 202, 203

Wgrib v1.8.0.4 has updated tables of DWD. It can read the tables
201, 202, and 203 of Deutscher Wetterdienst (the german weather service), DWD.
In addition WMO table 2 as used at DWD is employed for GRIB-files generated at
center 78 (DWD). ECMWF table 128 was also updated slightly.

Some information on the triangular grid of the GME model of DWD is
written on STDOUT with option -V.

New option "-dwdgrib", which allows to write GRIBs with additional
control bytes as used at DWD. This does not work when appending to
an existing file. Instead use standard GRIBs to append. Then,
convert to DWD-GRIB as e.g.:
       wgrib RAW_GRIB_FILE -d all -dwdgrib -o DWD_GRIB_FILE
