I (WNE) do not run grib2ctl.pl under windows.  Trying to support
grib2ctl under windows was difficult.  Couldn't answer questions
and never knew if code changes broke the script.  Did a significant
code change and with no feedback from windows users for several
months, I can no longer determine whether the code works under 
windows.  I have decided to give up the pretense of supporting 
grib2ctl under windows.


                           New Policy


Grib2ctl.pl may or may not work under windows.  If it does, good
for you.  If it doesn't, well you can either fix it, run linux
or do without.  Grib2ctl.pl.windows probably will work under
windows but that is not a given.  If you want to submit bug
fixes to make the program windows compatible, fine.  I will add
them to the official source code.  However, YMMV under windows.
