The cloud fraction (TCDC) for the atmospheric column was calculated 
using random overlap from the high, middle and low cloud fractions.

Since the cloud model no longer divides the clouds into three layers,
the division is simply for diagnostic purposes.  The radiation code
no longer divides the clouds into three types (high, middle and low).

The cloud model does not have clouds in the stratosphere.
