Improved Cloud Diagnostics

Midway through the reanalysis, the cloud diagnostics were improved.
(See PROBLEM.CLD.)  The new and improved cloud cover amounts were
given the names "RHCLD" and "CDCON" for the stratiform and
convective clouds, respectively.  (Stratiform = RH > parameter;
convective = from convective parameterization)

The improved cloud diagnostics are only available for the following
dates:

194801-197912

199211-199302  (a later TOGA-COARE analysis replaced the preliminary
               T-C analysis)

199703-present
