   get-httpsubset.pl is a program written by Dan Swank of NCDC.  NCDC doesn't support 
a windows version of the program, so a windows user has made a windows version of 
this useful program.

My comments:

I really can't help window users to get this script to work.  I don't have a windows
box at work.  At home, my rarely used Windows box has cygwin installed.  Once cygwin
is installed, the linux/unix versions of the scripts run and I can't reproduce the
typical windows problems.
