snow depth is blend of snow depth analyses and model forecasts
  If no snow depth analysis is available, then the
  the snow depth is the forecasted snow depth with an
  imperical correction.  If the snow depth was less than
  3mm liquid water equivalent, the the snow was removed
  daily.
