wgrib2 was updated to handle CORe.  The options -ens_processing adn -ens_qc were
written for use by CORe.

User Code: Suggest that you get the latest version of wgrib2 for bug fixes,
                table upgrades, and new features.
           wgrib2 v3.0.0 was upgraded for CORe.
                         Adds spectral interpolation for CORe.
                           Spectral interpolation should be more accurate for smooth fields.
                           Precipitation should still use budget interpolation.
                           Fields with integer values (ex soil type) should still use nearest neighbor.
                         Ensemble Statistics should proably use this version
