NCEP post (UPP)

CORe uses the ncep post that came with GFS v15.  This post was
modified to remove problems that appeared in the low resolution CORe
and not the operational GFS.  The ncep post was configured to
output grib1, and grb1to2.pl was used to convert the files to
grib2.

The code was modified to include the velocity potential and the
stream function.  A last minute change was to chage the grib name
BRTMP to BRTEMP.  The ncep post was incurrectly labelling the 
long-wave brightness temperature as the short-wave brightness
temperature (BRTMP).
