Most fields used bilinear interpolation (valid at the output grid point) while boundary layer & land surface variables used nearest neighbor interpolation (How do you bilinearly interpolate soil types?) NLAT/ELON = latitude/longitude of points of grid 221 NLATN/ELONN = latitude/longitude of model grid that is nearest to the output grid (221). Most people will want to use NLAT/ELON. NLATN/ELONN are only for people examining the details of the land-surface model.
